How does the extraordinary rent support work?

How to calculate the value of the extraordinary rent support
The amount you receive is not a flat figure. It is the gap between your rent and what would be a reasonable rent at a 35% effort rate. You can estimate it in three steps.
- Work out your average monthly income: Take the rendimento global (total income) shown in field 1 of your most recent IRS tax settlement note, and divide it by 14. That gives your average monthly income.
- Find your 35% rent ceiling: Calculate 35% of the figure from step 1. This is the rent considered reasonable at a 35% effort rate.
- Work out the support: The support is the difference between your actual monthly rent (the rent value declared to the tax authority) and the ceiling from step 2, up to a maximum of €200 per month.
So the larger the gap between your rent and that 35% ceiling, the higher your support, until it reaches the €200 cap.
Who can receive the extraordinary rent support?
To qualify, your household has to meet all of the following conditions at the same time:
- You have tax residence in Portugal.
- Your household’s annual income does not exceed the sixth IRS bracket (up to €43,090 in 2026).
- Your effort rate is 35% or higher, measured as your annual rent burden against your annual income.
- You have a rental or sublet contract for your main home, signed by 15 March 2023 and registered with the tax authority (Finanças).
For contracts signed after 15 March 2023, the support only applies in a narrow case: you were already a beneficiary, your previous contract ended at the landlord’s initiative, and the new contract is for the same tenant and the same property, which remains your tax domicile.
The support also reaches people who are not required to file an annual IRS return, as well as those receiving a retirement, old-age or survivor’s pension, and research grant holders under the voluntary social insurance scheme.
On top of these, recipients of certain social benefits can access it too, provided household annual income stays within the sixth IRS bracket (up to €43,090 in 2026), including old-age, survivor’s, invalidity or social pensions, unemployment benefit, parental benefit, sickness benefit, the social insertion income, the social inclusion benefit, the solidarity complement for the elderly, and the informal carer’s support.
In some cases the support can be made conditional and require you to send supporting documents, for example if there are inconsistencies between the rent your landlord declares, the rent you declare, and the contract registered with Finanças, or if your rent is higher than your income. How is the extraordinary rent support paid?
Payment is made by Social Security (Segurança Social) by the 20th of each month, always by bank transfer to the account on file.
Bank transfer is the only payment method, so it is essential to keep your IBAN up to date with Social Security. If your bank details change, update your IBAN in the Segurança Social Direta online portal so your payments are not interrupted.
The tax authority (Autoridade Tributária) is responsible for contacting beneficiaries to confirm whether you are eligible, the amount you will receive, and how long the support will last.
